Nobody really knows. There are many possible reasons why moths are attracted to light but the most obvious is that many moths use the moon to navigate at night. By keeping the moon in a particular position the moth can fly in a straight line and in the direction it wants. Unfortunately moths confuse bright lights for the moon and when they get close to the light they can't navigate properly and end up flying round and round in circles.

They think that it's the moon.
Many insects evolved to navigate using the moon as a beacon - "head toward the bright light" is something that even a very limited brain can handle. Unfortunately evolution didn't anticipate that humans would come around and put up artificial lights everywhere, confusing the heck out of the poor bugs.

There seems to be two theories: Moths are attracted to light because of their migratory nature. They travel long distances guided by stars and the moon. So, a light bulb may act as a proxy moon, Some disagree and suggest that moths actually veer away from the light source at the last minute. To the moth, the area just outside of the light appears darker. Moths, being nocturnal, head for the darkest patch - which is always just around the light. Personally I go with the moon theory.

THE INSECTS USE LIGHT (SUN & / BUT MOSTLY MOON) TO MOVE AROUND.They have evolved in that maner only. some insects have photosensitive chemicals that help them to eat other insects but these also attract the normal light( this i very rare as these insects are found only in the dark forest)

something with the moon - it controls everything.. the tides and thus the winds... and the bugs.. that's why bug lights aren't complete lights.. a blueish tone to them, simulating the moon
