Bra is an abbreviation of brassire (which is French so I might have misspelled it).
I am guessing "panties" is plural because they go under pants(plural). Also, panties is a diminutive (small in name)form of pants.
To make it more confusing, panties is not really plural at all, but is a collective noun (like group or family: The family went to the store. John went to the store).

I think panties might come from pantaloons or pantalettes which were worn under long dresses and went from waist to lower legs. With full skirts, it would have taken women too long to pull up the skirt and pull down the pantaloons, so they were two separate legs that tied at the waist and left a gap so they could do their business squatting down with their skirts billowed out around them for privacy, without messing their pants.

that's a really good question!!!
my only conjecture is that it's because of the phrase a "pair" of panties/underwear, since a pair implies two. however, that sure makes you wonder why someone would come up with that phrase in the first place.
