Street legal, and factory produced is the new Bugatti Veyron 16.4 which has 1001 hp and tops out at 253 mph. Some aftermarket tuners may be able to get close, but there is almost no way to test any of their claims. There is a lot that goes into making a car go so fast, but the Bugatti is currently tops. If you are looking for overall speed, not on streets, that honor goes to Thrust SSC which broke the sound barrier in Nevada's Black Rock Desert. The fastest wheel driven vehicle is harder to recall, but I think it was the Goldenrod, which had four race prepped Hemi engines back in the 70s. It ran at Banneville and I think it hit high 400s in mph. Check the link below.

What's the fun in installing a jet engine and driving the metal to 1000kmph, that I say there is no effort of the really beast inside the hood. In that case it the record of land speed and not a fastest car. Real fastest cars are Bugatti Veron 16-4 and ME 4-12 and not Bugatti Veron with jet engine.

fastest car can be vague,
bugatti is now the fastest production car @ 250+ mph
there is a jet powered car that went 700+MPH in the late 90's
the fastest accelerating car would be a top fuel dragster, 0-320 in about 4 seconds.

The fastest land car is the Thrust SSC (1,227.985 km/h) but it is no way a street car because of it's huge size and design. but the Fastest Road going production car is the Koenigsegg CCX 395+ km/h (245+ mph).
