Make sure you have cookies enabled.

It's been a long time since I created my hotmail account, but if they require another email address to register then may have sent you an email with a link that you need to follow in order to activate your account, or they may have a temporary password that was emailed to that account.

You could also try clearing your temporary Internet files (Tools | Internet Options, Delete Files...).

I'm not sure why that is happening, but from somewhere I've read that hotmail is slowly changing it's name to live.com. So there will be no more new hotmail accounts. Old hotmail accounts will still work but if you want to create a new account, you need to use live.com. MSN should be able to load a LIVE account for instant messaging purposes.
Live is simply a new name and a new interface for the old hotmail service.
Hope that's the right answer

Seems to me that it is something that has to be done over and over until it finally takes; system checking security , ensuring secure validation, protecting your account.
