they're boys, tweety bird had a girl friend in Tweety's High Flying Adventure (he's not gay!). Big Bird just sounds like a guy, plus the person in the Big Bird suit is a guy.

Tweety is a boy. At first I thought he was a she too but if you pay attension to the episode they say he is a he. Also teewty has two girlfriends so the proves it. A pink and blue one what a pimp.

I always assumed they were boys, but it was not really referenced adequately. I don't think in the world of birds it really matters until someone has to lay the eggs.
