float is stuck probably due to dirt inside, try tapping around the fuel inlet with the butt of a big screwdriver, hit kinda hard if this fixes it even for a miniute or two that is the problem. open carb and clean out get a rebuild kit($15.00) and a new fuel filter if the float has damage buy a new one($7.00) it does not come in the rebiuld kit

sound like you have a bad float. Remove the carb, the bottom of your carb is the float bowl, make sure the carb is upside down when you remove the bowl, because when you move the float up and down you dont want the float needle to fall out.it might not be the float it could be a piece of dirt stopping the needle from seating.Carefully remove the float and the needle, use air to blow out the orifice that the needle seats in.pour some gas in a container and see if the float floats.if not buy a rebild kit,[about 20 dollars].sounds complicated but really very simple, good luck and keep the rubber side down!!!

Chopperchopster has it.
Be very careful in doing this job, though. Pay attention to how things come apart, so you can put them back together correctly.
First time I did my carbs, I dismounted them both and dismantled them both, before realizing that the other one could have served as a model for the one I was working on. I put the float back on upside down and had a leaky carb for an hour before I discovered my error.
Ever taken a machine apart to see how it works and then been unable to get it back together? You don't want that to happen to your bike.
Cheers.

Check to make sure the needle and the floats are not stuck. If the floats are old you may need to replace them because the can fill with gas and sink, keeping the needles open.

You have dirt in your floats
You must take them apart and clean them
After that put a new fuel filter on..
