what you need is Macromedia flash, but once it's compiled it's very hard to manipulate. When you load it into Flash, all the frames will be independent instead of being a motion tween like in the original file when the author created it.
1.Create a new Flash document
2. File > Import to stage
3. PIck the swf file
good luck with that, but I'm telling you right now, it's not going to be fun.

there is one way: there are Flash Decompilers that you can use to create the fla files from. the fla files are flash source code files that you can actually edit. keep in mind that using flash decompilers require you to agree with their licensing and terms and conditions. in your case you are prohibited from using such programs since you don't actually own these swf files.

with only the .swf file even if you have micromedia flash you cant do anything to it you will need the .fla file to make any changes to it if you can find somewhere to download the .fla file then you can open it in micromedia flash (or a different flash editing file) and go and make your changes

You can't...
Even with Flash decompilers... you lose all the action scripting that is invovled within buttons and the timeline and so forth. It would be very hard to bring it all back.
You need the .fla file
