I know it is unethical, but how is it done without getting caught? And what does it mean exactly?

If your workplace compensates you for business expenses and you seek compensation for things that are not really business expenses.

I heard of a woman who was reimbursed for charging her feminine hygiene products as a business expense. Someone "blew the whistle" on her.

People who do this usually get a bad reputation and sometimes find themselves fired for cause. FYI, fired for cause usually means you cannot collect unemployment benefits. Suggestion: be honest and fill out expense reports accurately. Then if someone questions an item, you needn't worry.

it sounds like you fake your expense account....im not sure hoe you would do that though......
