It's all a matter of perception and money. The government can allow alcohol and tobacco - with tax stamps - because they can make money from it and because most of the American people won't complain too much about these things being legal. The problem with the harder recreational stuff is that there is a moral stigma attached to it and no politician wants to vote for it right now. The Moral Majority has their finger in the pie (or somewhere) too deeply for Congress to realize there is yet another way for them to bring in cash just by legalizing, standardizing, and taxing the street drugs. So the pols want the money but they also want the votes, and know they cannot have both. So they want the votes first. And therefore, the street drugs lose out.

Because marijuana has been illegal for so long, it's "badness" has become engrained in our culture. Yes, of course its true that alcohol and tobacco kill far more people than marijuana (since m-j has no reported fatalities AT ALL), but they government HATES to be wrong.
Marijuana has established medical use, but the government won't even move it from schedule 1 (the category for drugs that have no medical purpose and are extremely dangerous). Other drugs, like herion or meth, are probably more dangerous (they have significantly fewer users than tobacco, but most users of those drugs have significant ill effects), but drugs like m-j or extasy (used safety with lots of water) are much safer than the government makes them out to be.
Face it. The government rushed to action and doesn't want to be proven wrong. It is ALL pride.

Good question. But alcohol and tobacco industries have contributed big amount to tax. And the industry cartel also is behind. Only after people realize the deadly effect of tobacco now they slowly to prohibit smoking in public places.

Better yet, why are any drug abusers locked up when they usually only hurt themselves, but pedophiles and rapists get to walk free?
