The answer to your question is easily answered, so if you are looking for truth, I would not judge the concensus of a site like this.
I assume you are talking about the first election and the Florida recount issues.
Facts:
1) Before results were fully counted, based on exit polling many services decided to declare Al Gore the winner. These exit polling results were obviously either slanted or the sample was not properly done.
2) Most of Florida in in the Eastern time zone, but the western part of Florida (the pnahandle) is not, these unofficial results were announced before polls closed in this area, resulting in many people not bothering to vote in this region. The panhandle is by wide majority Republican.
3) When the votes were fully counted, Bush has won by a small but significant margin.
4) When the votes were recounted Bush still had more votes, but this time mysteriously less. Of course the ONLY places that were recounted were in Democratic controlled counties, therefore the election commitees in charge of recounts were under Democratic control.
5) Then Gore forced a manual recount of the three biggest Democratic counties in Florida. Rules started being changed on what counted as a vote. Now the Democrats (who were again doing the counting) decided to count the voters intent.
6) Based on Florida law there is a point in time were they must submit election results to Fed, time was up they submitted Bush as the winner.
7) Gore still decied to contest the election, forced this all the way up to the Supreme Court. I won't get into all the details, I don't agree with how the court proceeded actually, there are Constitutional laws on what should have happened next, but the Supreme Court which has a habit of getting involved where they don't belong, did what they usually do. In this case the outcome is the same as would have happened, had the proper methods been used, so I guess no harm no foul.

basically, bush did technically win the election for a few reasons. you have to understand that in the USA the people do NOT have a vote for the president!
REPEAT.. THE PEOPLE DO NOT VOTE DIRECTLY FOR THE PRESIDENT OF THE UNITED STATES (not to scream or shout at you but so that everyone understands this fact)
the electoral college votes for the president of the United States.
the way the system works is that each state has a number of electoral college votes depending on size. so take NY for example, if 51% of the people voted democrat, then all of the electoral college votes go to the democratic candidate. in other words, the votes of the other 49% are completely erased, they do not exist. that is 100% of the republican representation within New York is CANCELED.
the problem with the system is that it takes away voting power from large states to balance it with smaller states. so individual voters in Maine or Delaware actually have MORE voting power than individual voters in New York. there is no "1 person/1 vote" if your vote as a new yorker only really counts as 90% of 1 vote. this is the electoral college.
so in 2000, when bush "won" the election even tho gore won the popular vote, there was nothing anyone can do because the people do not vote for the president of the united states.
the funny thing about the electoral college is that individual people represent the votes. it is not LAW that all of the votes go to a presidential candidate. it's simply popular practice. so for example, New York has 31 electoral college votes. those people CAN disregard the popular vote within New York State and vote the other way. some people may think it can't happen but history shows us quite a few instances in which electoral college voters did NOT vote the way of the state resulting in another candidate receiving the presidency.
a lot of people can't understand how bush could have won the 2000 election and saying that he stole it. he didn't steal the vote at all. he just relied on the electoral college to give him the presidency because he didn't need the majority of the people.
this is just ONE of the examples of people having unfair voting power and proof that the citizens of the US do NOT vote for the president.
also, the electoral college does not take into account all citizens, for example those in the military who do not have a residence inside one of the 50 states. so if you are in the military and you did vote for bush or gore in 2000 or bush or kerry in 2004 you can pretty much guess that your vote was completely disregarded. think about it. which state's electoral college did non-resident citizens' votes affect if they don't actually live in any of the 50 states? NONE!
we truly need to abolish the electoral college... it does more harm than good.

It was FIXED... but the decision was made a long time before the actual vote. The final decision for electing the President lies with the Electoral College. Those are appointed representatives for the various States who MUST vote according to the popular vote FOR THE FIRST BALLOT ONLY... If the president is not elected on the first ballot, they can vote any way they wish... this is how Reagan was 'elected' and how the first George Bush was 'elected.

First of all, a fixed election is a joke. Only when it was announced that Bush won, the liberals cried foul play in Florida. They have voted that way every election and only now it's a travesty? What about previous elections? Liberals were just sore losers grasping at anything to win even if it meant recount after recount. Personally, if those people are not smart enough to take the time to check their ballot and vote correctly, I don't want them voting for our President. They don't deserve to if they don't take their vote seriously.

President Bush won both times by a majority of the votes.
It is easy to understand how the issue got so clouded. There were many devious incidents that occurred, some were nationally witnessed others were not so easy to document. Certain news channels that announced John Kerry had won Florida at 7:30 pm and the polls didn't close until 8:00 pm. This caused people to not go vote. (I live in Florida and witnessed this) There were people who said they were not allowed to vote for a myriad of reasons. (not so easily documented, but it happens with each election)

Of course the 2000 election was fixed - remember the controversy in Florida? If Bush's brother hadn't been governor of Florida, Al Gore would have carried the state and we'd be a lot better off.
Bush is a liar, crook, cheat, thief and about 125 other words that can be used to describe such a reprehensible human being. His administration is a disgrace to this country.

Well I personally saw Bush stealing voter cards and stuffing them down his pants, in his shirt, and in his socks on tape! Oh wait a minute sorry that was Mr. Sandy burger(D) stealing documents from the library of congress. Hard to tell those politicians apart sometimes.....no one seems to remember that after the election was over and the chads all settled. Some newspaper guys re-counted and then re-counted again and each time Bush won by a larger margin. Maybe I'll go look up that story and share...aww what's the use if Bush discovered a cure for cancer you'd all bytch that he stole it from Gore or Kerry....

This is the most extensive recount survey done. So those who say "all the recounts say Bush wins" aren't telling the truth or have not done all the research.
How this happened will likely never be decided, but the original Volusia county returns showed Gore with a negative vote count. Diebold documents also verify that two memory cards were uploaded in Volusia County. There should only be one. It was the second card that altered the vote totals. Even according Diebold documents, that could only likely happen with a tampered memory card. Also is was uncovered that Volusia County canvasers turned in altered poll tapes and tried to discard the original signed poll tapes. This was uncovered by a non-partisan group that works for voters rights.

Bush won by a majority of Electoral votes. And liberal democrats all seem to ignore the fact that several investigations by differing newspapers and investigating teams have found NO Evidence of election fraud or wrong doing. TO tell the truth the whole Florida row was started when Democrats in Texas began calling and asking people about the ballots when Florida wasn't going their way.

Yes "W" did really win the election the majority in this country really do have conservative political views. We believe in smaller government and less taxes to build growth in the economy. We believe that a capitalist society rewards a better product at the best price. Our country is basically in full employment and the stock market is in the best shape in years. This country is ran by the majority but sometimes the minority likes to believe things are unfair and the look for reason why everyone else is wrong or cheating them instead of why there ideas and beliefs are failing at the voters booth.
