first check your fuel adjustment screw.turn it in clockwise untill lightly seated then turn it out 1 and a quarter to 1 and a half turns.If the problem persists remove the carb and check the float and float needle.If the float is good and the needle is seating properly you will need to reset the float hight .to do this you will need a gauge that is made for this task,comes with every rebuild kit if your not familiar with this task have a shop do it they wont charge much as it is a simple task

probably have a bad spark plug from flooding out but also may be fuel adjustment on carb, close adjusting screw while counting number of turns then open it 2 turns that is a good starting point then adjust in or out depending what it needs to run good

Adjust the amount of gasoline going into the carburator.

Check your carburator float. It probably has a hole in it and won't float up the close the inlet.
