You don't need a tour, just go and book a hotel online. Niagara Falls is so localized a walking tour, bus tour, rent-a-car is enough.

I would have to agree, just book your hotel and decide what you want to do when you get here. Niagara Parks Commission does a discovery pass for all the different attractions that have to do with the Falls: Maid of the Mist (boat down by the falls), Journey Behind the Falls (caves and walkways that get you nice and close and nice and wet), Whitewater Walk, walk by the rapids(the fastest in the world), I think the Spanish Aero Car is included as well, which is a cable car over the rapids and then you have full access to the people mover, runs continuous up and down the Niagara Parkway, you can get on and off as much as you want as long as you have the day pass...which is included in the Discovery Pass.
People mover is a great way to get around from one end to the other.
Whatever you do though don't buy a tour, they are big rip offs, they get a deal on the ticket compared to what you would pay but they charge you more for it, then you would have paid on your own.

Book a hotel and then you will find many booths in most hotels and also in streets that sell 2-day passes to most attractions including transportation. Prices are reasonable
