not sure how bad the rash is, but you should put some hydrocortisone cream on the rash to clear it up before you go swimming. Ask for it at any pharmacy. They sell it over the counter.

Well, if the rash is waxy, I'd probably see a doctor about it. Not sure if it will hurt to go swimming. Does it hurt to take a bath? Does it look like a fungus to you? That would get worse in the water.
