Oil is a biofuel - bio for life. No history of life on the planet - no oil. Nice thought, though -I bet it would boost NASA's budget right off the chart if oil were ever to be found on another planet !

Nah. Oil comes from biological matter. Unless there's life on the other planet, oil'd be impossible. Methane, though, is another story.

That depends of if there was ever life on those planets, and how long ago they lived.
