The President of Mexico is Vicente Fox. Knowing that Mexico has a President, and and Army, and a police, etc...wouldnt you say mexico has a government?

All countries have governments. It's how they are run that is the major problem. President Fox of Mexico doesn't want to do anything to better his country to help stop this immigration issue. Hopefully, the next president who is voted in on July 2nd will do better.
