There are some items in your kitchen that may be successful in removing tar. Butter, creamy peanut butter, or vegetable oil applied to the tar and left for 12 to 24 hours should soften in and make it easier to remove. If that doesn't work there are a few items from the garage that may work. WD-40, kerosene, or mineral spirits applied directly to the tar should soften it up and make it easier to remove. WD-40, kerosene, or mineral spirits will most likely remove wax from your car as well.

Goo gone is good stuff. I used Gojo hand cleaner (could try any other degreasing hand cleaner) to remove caked-in tree sap from a car. Or, buy some bug and tar remover, but wax the car after using something like that.

A small amount of kerosene or charcoal starter fluid on a small
old rag, usually does the trick simply rub over the tar, being
carefull to not rub any small stones or sand as to scratch the
paint

I would say use a cleaner or scrape it off... more than anything check your tires, depending on how fresh it was you might have damaged your tires... I dont think so since you were able to drive on it, workers had to approve it to be ok to be driven on.. but you never know
