I think there may be lots of different interpretations of the terms, but at my workplace:

Tech Support was for the hardware and general software help.

System Support was for specific application software help.

As far as i think, not really sure if true !

Technical support: is the term given to the help provided for any specified technical matter like installing and configuring a computer, a tv, a microwave etc.

where as systems support is when help is provided for installation and maintenance of systems. like a credit card validation system, a prescription ordering system... etc. These systems are nothing but softwares that are manufactured by some companies.
Example: Company A uses a prescription ordering system manufactured by Company B. So, if A doesn't know how to operate that system, they call B for system support. !
