No, but a manager can be guilty of overusing a reliever. Mike Marshall of the Dodgers pitched in 106 games in 1974. That's the ML record for appearances by a pitcher in a season. Don't really know about minors, college, high school and little league. I speak only of the bigs...

Perhaps Little League has such a rule. MLB does not, and there are many documented instances of pitchers throwing complete games in both halves of a doubleheader, though of course that is not done today. Still, with the possible exception of the pitcher for the 1869 Reds, I don't think any pitcher has pitched all of his team's games, at least not in MLB.

I cannot speak to high school or collegiate rules. I doubt if the minor leagues have any such rule. Besides, the stamina of individuals would be the ruling factor anyway.

A pitcher can pitch every game if he wanted... but their arm would hate them afterwards!

Back in the old days I believe the coaches went with a 3 or 4 man pitching rotation so the pitchers had more of a chance to go out there and win some games, now they go with 5 to give the guys some more rest.
