Yes it depends on the doctor that delivers you.
I have heard from pregnant women that sometimes their innie becomes and outie during their pregnancy however. I have never asked but I think it returns to an Innie after pregnancy.

when my sons extra belly button skin finally fell off when he was a baby - my mother pushed his in. she said this is how to get an innie and if you dont then you have an outie. dont know how true that was but then she is "old school"

It has to do with how much body fat you have around your stomach. A lot of fat and you have and innie, not much fat and you have and outie.

It's how well your mother cared for your umbillicord after you were born.
Those with outties...mom's took very careful care
Those with innys....mom was too busy doing her own hair and nails.

its the way you were formed in the womb. However, if you have a very protrudant outtie, you might want to get checked for a hernia. thatsometimes happens
