Yes with soap and water. Most car washes will do this and you might even be able to fit them into your washing machine. Or take them to a laundromat that has those big open machines without the middle spindle in it.

The best way to clean any floor mat in your car is simple.

Go to an autoparts store and buy a spray bottle of degreaser. I like to use Westley's Brite. (yes its meant for white walls but its light bleaching actions cleans well). Carpet shampoo in a can works some also but its cheaper normally to buy dog shampoo as this is the exact same product.

Then go to a local spray off car wash, hang the mats up on the clips on the walls of the wash bay, Wet the mats FIRST!!! Then spray the cleaner on the mat. Once sprayed scrub with a small scrub brush all over going in the same direction, top to bottom/bottom to top, the grain of the carpet. Then using the rinse cycle on the car wash, working from top to bottom, rinse the mats clean.

The power washer will make it foam up some and it will take some time to get them rinsed clean so have at least $5 in quarters for all 4 mats.

You can do this at home as well with a garden hose but it doesn't clean them as well since the water isn't under pressure.

To dry the mats use a window ice scraper and squeegie the mats clean. Again working top to bottom with the grain of the carpet. If you have an air compressor and an air gun, you can fluff the mat back to almost new condtion once squeegied.

This is exactly how detail shops clean floor mats, cleaner, high pressure water sprayer, ice scraper, air gun. Did it myself for 6 yrs.

Sure you can. Many do it yourself car washes have clips on the wall to hang your floor mats on to wash them. I prefer the heavy rubber kind.
