Positive energy is the only kind we know. So the question you're asking is "Is energy easily made kinetic?" To which the answer is to hand you an electric motor.

I think you may mean positive work easily done? If that is your question then the answer is yes. Someone swinging on a swing and assume no friction. Well in order for that person to swing higher, a positive work must be done. W(external) = E(final) - E(initial). If work is 0 then there is no change in energy done to the system. I.E. if you have a super super super bouncy ball that made no noise and when you let it go from height x, it would come back up to height x every time. There is no external work and the energy of the initial state equals the energy of the final state.

Do you mean "is Potential Energy (PE) easily made Kinetic (KE)? If so, Potential Energy is stored energy like when you eat sugar and Kinetic Energy is the energy in motion. Depending on the amount of PE you want to make KE, it can be easy or difficult. The amount of PE should = the amount of KE or else it will not be easy.
