Maybe n i g g a is for women and n i g g e r is for men. This is the only answer i could come up. I don't see racism, on words to describe peoples race, I think the racism comes from people attitude, the way they say the word and on its context.
I think its cultural too. From where I come from, is preferred call someone ***** than black, because ***** refers to race, if you are proud of your race, you won't be upset of being categorized on that, but is considered rude call someone black, because black refers to color not a race. We have a very common expression too. We call anyone "little ******" there, even if the person is white, it became and adjective like dear, its goes the same way for "gringo", we call "gringuinhos" people not from there, even if they are not white, or we call a white friend "gringo" or "gringuinho" when we try to express care, like for example: "come over here my "gringuinho", it would be the same as " come over here my 'love' the same for "neguinho".

Blacks can call each other a ******, but it is wrong for a white person to say the same thing.
Also, ****** used to be for a low life person..
A black person is kinda respectful.
