Mean way to say someone is cheap.
"A skinflint is a person considered so miserly that he would even "skin a flint" to save something of it. A flint is a small piece of flintstone used to strike a spark in the tinderbox, still used in today's cigarette lighters."

Yes, it is a bit of an insult, but not a terribly bad one. It just means that a person is stingy, doesn't want to spend money, probably doesn't want to share things, and certainly doesn't give things away. The usual image of a skin flint is of a person almost too stingy to eat, who lives very frugally and carefully, practically in poverty, while actually having plenty of money.
