If you can access the task manager, try starting a New Task and type in: explorer. Hopefully this will open the Windows Explorer so that you can see your files and folders and be able to get to the Control Panel. Once there, click on the User Icon and create a new user with administrator rights.

Log off (or reboot) and this time go in with the new user account. Hopefully you will have icons and a task bar.

You can then go into the Documents and Settings folders and into the sub-folder with the name of your old log on ID. Copy any data, icons, etc out of there that you want.

Once done, you can go back into the control panel and delete the old log in ID.

Do a Windows repair. Use an original windows xp installation disc and put in the optical drive. A blue screen should appear and ask you what you would like to do. Select "r" This process should not harm your data or programs. If you get a command prompt when you select "r" type in "chkdsk /p" there is a space before the /p switch.

What Win version do you have?
It can be a few different issues.
- The registry may be corupt
- The desktop sub-directory may be corupt
- You may have a virus

If you'd like to troubleshoot windows yourself, press F8 just before windows starts and a text menu will come up. Next select "safe mode" and your desktop will come up with just the basic drivers.
Check "msconfig" and "start-up" tab to see what's loading. Something malicious may be loading.
Another option is select #4 at the text menu; this will step-though the programs that are loading and you can see which is causing the issue.
Good Luck... ;)

In this case it might be best to reinstall windows. If you bought the computer with windows already on it, the company most likely gave you some backup discs. One will probably have windows on it.
