Up till the age of 35, a pap-smear should be taken on a minimum of at least every three years. From the age of 35, one should have a pap every year due to the onset of menopause.

If you are genetically disposed to cervical and/or uterine cancer-types, that is close female relatives of yours have suffered these types of cancer, you should have a pap smear done once a year.
Also, if you are sexually active the annual pap is not only recommendable but almost mandatory, as a Human Papilloma Virus (HPV)-infection will increase your risk of developing cancer of the cervical areas.

Prevention is always better than repair; I have been having pap-smears done once a year since I was 18, and due to this annual routine the doctors were able to detect the first stage of cervical cancer in me, and cure it before it spread.

It may not be the most enjoyable minutes you spend in the gynocologist's chair once a year, but these minutes may save your life.

once a woman starts her peroids, you are supposed to have a pap once a year, unless they feel you need it more often. the only way they will not do it is if your hymen ring has not been broken cause they dont want to break it.
