No it doesn't take an act Of Congress. There is a toll free number you can call and cancel. I have the number here but it would take me a while to find it. I got the number from MSN when I cancelled my account with them. I went to cable, Road Runner, and didn't need dial up anymore. I used AOL for a week when I first started using computers. One week is all I could take. What a hassel. When I tried to cancel AOL they wouldn't give me the phone number or any information on how to cancel. I don't think that is right.

AOL refused to cancel my membership after my agreed contract expired. Fortunately I had given them a Visa debit card number. When AOL continued to bill me in spite of my cancellation request, I asked the bank to cancel the debit card and issue me a new one with a new number. That solved the problem. Never in my life have I encountered such unethical business behavior.

Even if you jump through all the hoops (which are SO hard to find), they will still keep billing you for months. The only solution I found was a stop payment order with my bank.

from what i am told they will do everything except cancel your account. Don't give up, demand to be canceled!!
