You can make your own ringtones for free!

First of all, you go to any ringtone site, but usually they don't have exactly what you want, or only part of a song, and it's not your favorite part, so you have to settle. That sucks!

1. MAKE YOUR OWN RINGTONE
Go to http://www.tucows.com/preview/502368... and download the ringtone maker. Also, just about any MP3 editing sotware will work. Remember, the smaller the file, the cheaper it will be to upload it!

2. POST YOUR NEW MP3
Post your new MP3 to a website, such as your yahoo page. Right click and find the url for that mp3. It should end with ".mp3".

3. GET YOUR RING
Go to that url with your phone. It will automatically download that ring.

4. YOUR DONE
That's it, no more steps.

i can't help on the games, but you can certainly make/convert your own tones and wallpapers with absolutely minimal effort.

wallpaper
* find out your screen size
* find a pic you like
* crop it down to the important part in the right shape then resize
* save as a .jpg (with fairly light compression), .bmp / .png or .gif, as appropriate and depending what your phone can handle
* copy it to the phone - by cable, usb, bluetooth, infrared, or even hosting it e.g. on yahoo photos, a geocities page or imageshack and pointing the WAP browser to the file's exact address
* set as wallpaper

animated ones may need a little more work and an animation-friendly piece of software to sort out

ringtones: find out if mono, poly (& what depth of polyphony) or real (and what format - adpcm / pcm wav, mp3 etc)
* mono you're a bit stuffed but should usually be able to figure the thing out for yourself and put it in a composer on the phone.
* poly - you need MIDI files, usually. very abundant on the net. if it's 4 to 8 voice polyphonic, stick to simpler renditions, 8 or more simultaneous voices, you can usually try anything. make sure it starts immediately and sounds strident and unique enough though. copy them across in the same manner and just choose from the list.
* real tone - you can record your own on the computer and send to the phone as before. probably best to try something from a music CD you've ripped etc..... get an editor like goldwave (free) and chop it down to the required lenth (approx 30 sec but good leeway) and sample rate (if you can find it), and convert stereo to mono. Save as mp3, pcm, adpcm as appropriate and send.

job's a goodun. done it on all my half decent phones so far (and was a mono composer demon before that... must find what i did with the writeouts for them.

games............... eh....... i've tried before....... would also like a link..... all i want is tetris and / or snake on the rather useless (for games) siemens c65 or sony erricsson 310i. seems too much to ask for some people.
