Well we only have his word that he was responsible for only one of the shootings. I'm not sure that it would stand up in a court of law. However modern forensics could determine from which gun the unfortunate deputy was shot. By the way, did both the sherrif and deputy make a full recovery from the shootings ? If so where are they now?

In the song the sheriff is corrupt. The sherrif is the one who actually shot the deputy, but the narrator in the song is being blamed for both.

Maybe, just maybe, he is trying to get off easy with being truthful that he DID shoot the sheriff, and if he had wanted to, he could have shot the deputy, but he did not have a problem with the deputy, so he didn't shoot him.
It never says the deputy was shot. All Eric or Bob were saying is that they DID NOT SHOT THE DEPUTY. (Maybe they could have and they spared him, maybe someone else did.) You need more information. Maybe Eric Clapton will see this post and answer the question. Kind of like Carly Simon's song, "You're so vain"...She won't tell us who it is about. (I think it is about Warren Beatty.)
She wrote "Anticipation" while waiting for Cat Stevens to pick her for a date. Maybe someday some of the songwriters will reveal some of the truths behind their lyrics. Until then, we will have to interpret them for ourselves.
