Yes you can. If your neighbours wireless is detecting in your system then you can connect.
If it is a secured network then you need the network key to connect to that wireless or else you can directly connect to it without any problem.
Give it a shot.

Yes if your close enough I have wireless lan and my nieghbour uses it,i dont care cost me the same anyway!

yes if they don't have a protection code on it an u have a compatable wireless card

Yes, they can lock you out with a password if they want to. Until they do that happy surfing!!!
