Both -- people who do not wash their hands after going to the bathroom are just plain lazy and don't care if they spread germs all over the place. It would seem that anyone who does this was not taught proper hygeine when they were growing up and so they figure why bother now. It is a bad habit that really turns me off!!

It's probably a combination of both. Some people have no idea just how much bacteria (and possibly viral strains like hepatitis) ends up on their hands while using the restroom. Then they wonder why they are always sick!
I have absolutely no issue with following people out of the restroom and telling them to go back and wash their hands! (In a loud and shaming voice)
Especially at grocery stores. I don't want those people out there touching all the produce with grimy hands.

well i personally think that it is a case of both maybe its to much trouble for them to turn on the tap put soap on their hands and wash it off now if there didn't have water these same people would be the first ones to complain and we all wonder why they are so much germs all over the place .

I think it's both! There is a guy I work with who goes way beyond just not flushing. He also has long, disgusting nails, does not trim his beard. (seriously, he looks like santa claus) And while at his desk(we do not have cubicles, therefore no privacy either) he gurgles and farts. We've tried going through Human Resources, and nothing, I mean NOTHING works to get this man removed from our office!!

George Carlin and some scientists will argue that our obsession with cleanliness is weakening our imune systems. Our bodies are not as efficient at fighting infection. Look at the rise of allergies in the last 100 years, this is directly related.
