There's a pattern. It depends on the area of town where you move to. If it's a cell phone, there's a few more options, but it still really depends on the address you give to the phone company. Although with a cell, you have the option to keep the old number in the new place...

The digits in the number work just like computer digits. The first three digits have to do with localities within the area code, depending on where you live. The last four are simply assigned in sequence. Those last four are the same number as the last person who got a phone - PLUS 1.

I think some numbers that are easier to remember are reserved for businesses such as 525-5252, etc. I think the residential numbers are random. Every city has it's own prefixes though, so 525 is usually located in one city in each area code.
