I don't think I have an answer for you except to try contacting the Boy Scouts of America or Canada, they may be able to help you. Good luck I hope that you can get some peace of mind with this. It is sad for your grandparents that they won't talk to you, they could be missing out on a lot.

Try looking on the Internet for your local news paper archives, you may have to pay some money to see an article its like 3 dollars but if you have the money try subscribing to the archives, or there are really great genealogy websites that allow you to do searches on deaths, marriages, divorces things like that. There may be links and pictures you can find there or try this web site:

Let's do some detective work.
First we can start with his age.
Using a database, find people of his age that lived in the same area your dad lived.
Ask these people if they have ever known anyone with a name like your dads. If so, ask them if they remember who he associated with.
Locate these people, and ask them it they may have a photo of him. They may even be able to tell you a bit about him.

I don't think the Boy Scouts do that sort of thing. If you know where he went to High School, you might be able to track down a copy of his yearbook (school library, ebay).

You might be able to find school pictures of your dad like yearbook photos.
Find out where he went to school, elementary, middle school (they were called Jr. High back when he was in school), and high school photos.
I think all schools around the country take school photos yearly of all their students.
