I just got this new computer...what do I do? I'm not running any programs and it still happens...HELP!

When does it happen? When youre on your desktop or when you are browsing?
Normally it just means there is something running or trying to connect. If youre on the browser and it does that, then it just means there are pictures or things still loading on the page.
If it constantly happens on your desktop, then you might have a program that is constantly running in the background.
Go to Start Menu, click RUN.
Type msconfig and hit enter.
You should see a pop up box.
Go to Startup tab and uncheck all the programs that you do not want on your start up.
This will prevent those programs from starting up when you restart windows.
This will usually make your computer go a little faster if you have do not have much memory on your computer.
You do not want a bunch of things running in your background during startup if it is not necessary.

go to www.microsoft.com then downlad the software windows defender (is free) and run it. If you have spyware your computer can be cleaned by this program

Check for virus/adware/spyware
Download updates
If all else fails, add more RAM.
