Amber alerts are ALREADY overused. Pretty soon we will see 2 or 3 everyday. We will eventually become desensitized by them and they will be ignored, much like the political corruption, murders, rapes, burglaries, police shootings, etc. that society ALREADY pretty much is (unfortunately) used to.Tragic events happen everyday, and because we "hear" of them constantly, they really don`t mean very much.

Under what enumerated power?

Remember, unlike states, the federal government can only enact laws where they have specific authority granted in the Constitution. So, what Constitutional authority do you suggest the government use to compel this type of communication?

The best you can do is get the government to fund this system, which would allow them under the Taxing and Spending clause to spend money for activities considered part of the general welfare of the community.

But even then, it would have to be an Opt-In (voluntary) system, because otherwise the government would be compelling people to recieve messages (speech) and that's a potential 1st Amendment problem.

Besides, what's the purpose of having national alerts, when the situations are almost always local?

sounds good to me. Most the time I never hear about them due to the fact that I don't watch a lot of TV. I think via email and phone would be an excellent advantage to get the alert out to more people faster.
