its not a wedding dress, i just want it to be dramatic. is this even possible if the dress doesn't come with extra material?

It depends on the dress. You might try adding a border including the train around the bottom of the dress - I'd personally use a fabric that coordinated with the original dress fabric rather than trying to match it, particularly if the original fabric has a pattern, because it's very hard to find something that is a perfect match.
Make sure that you match up the seams on the old and new skirts - a mismatch is one of the easiest ways to make it look like the work of an amateur.

You might also consider using that new fabric as an applique elsewhere on the dress or in an accessory like a scarf to help bring the whole outfit together.

Without a horizontal seam being visible, no. (Trust me when I say this will ruin the effect, and there is no way to disguise it.)

However, you can attach a train to the shoulders. This way, it can a be coordinating fabric, adding visual interest to your dress. Hem it with a rolled hem, or do a lettuce hem. (If you can't do this, get a seamstress to do it.)

I think if you buy enough fabric for double (or even triple) the width of your dress, it will be sufficient.
