Yes England won the 1966 World Cup at Wembley on July 30th against Germany. After full time the score was 2-2 with Hurst and Peters scoring for England and Haller and Weber scoring for Germany. But Hurst completed the first and only hat-trick in a World Cup final to win England their only World Cup 4-2.The world cup wasn't shown in colour, it has since been digitally remastered and made into colour, this is the footage that you regularly see now.

The original TV coverage was in black & white, although there was colour footage of the game shot for the official documentary film of the tournament, called "Goal!", which is still available on VHS and DVD.
