You live in a small town, so concerts, clubs and restaurants are probably not what you're looking for.

What you need is a band. Is there a local pool house, country club, community center, or public park you can reserve? Are there guys at your school who could fake it through three or four songs? A karaoke chick or two to sing vocals? Done.
Then you need fun food - Depending on your locale, you could make a huge pot of gumbo, get a ton of tamales, barbecue a couple of briskets, deepfry a turkey, or make up some funnel cake batter and deep fry Twinkies, Snickers, Milky Ways, Thin Mint Girl Scout Cookies...It works with everything!

one thing my friends and i did for this last New Year's was have a "cocktail party". everyone gets all dressed up (think cocktail dresses, fake pearls and bling...and suits if the boys have got 'em).

make fun, easy appetizers to eat like 'pigs in a blanket', weenies, mini sandwiches, etc...
(you can look up recipes for simple appetizers and find some that sound good to you).

and you can get CHEAP plastic/fake wine glasses at your local Wal-Mart (or whatever stores you have where ever you live...here, we prefer Meijer) and you can fill those with sparkling juice (we had real alcohol, but...since you're underage and all)

i dunno...it's something fun to do, that's usually different from what people normally do.

but ANY themed party can be fun:
-you can have a costume party (and wear some FUNNY stuff)
-you can have a graffiti party. buy several colors of fabric markers and have everyone wear white shirts. then you write whatever you want on the shirts.
-luau themed party (but that's pretty much overdone)
-a casino party (another one we've done before). buy some cheap "prizes". make fun little hors d'oeuvres. use something as "chips" and have tables set up for various card games (texas hold 'em poker, black jack, etc...you can look online for rules. though, chances are most of the boys will know how to play already) who ever has the most 'chips' at the end of the night wins the pot/prize.

OR...if the party is gonna be all girls, have a spa day themed party. facials, pedicures, manicures, etc...it may sound corny, but it's tons of fun.

if you've got anyone you know in college, ask what kind of parties they've been to...we have TONS of sweet ones here.

HAVE FUN! and GOOD LUCK!

Why not give her an ice cream maker? Summer is just starting and you can get a lot of use out it. You can get them at Walmart pretty cheap and if you've never made your own before it's fun and pretty easy and it would be a cool and different thing to do, you and your friends could make a bunch of different types of ice cream and it's a lot better than the store bought junk and afterwards she'd still have it to remember the party and you by.

Well, I'm a very conservative person. If someone were to throw me a surprise party I would like there to be games like pictionary, water balloons, eating contests and so on.

I guess it really depends on how your friend is like. I find parties where you just dance and drink alcohol is very boring, but some people find that to be there ideal party.

Order pizza!

Get all your friends together and go to a bowling alley.
That's what I did on my 17th birthday...I wasn't old enough to go anywhere else. If you lived near a beach I'd suggest you have a bonfire party. All you need is some smores and a birthday cake!

-get party supplies at a discount store if you can
-don't go with party planners, that's expensive
-you said you have a lot of friends, ask them each to bring food or drinks or something
-before you buy, ask yourself "is this really going to make the party better?"
GOOD LUCK!
