Check your local zoning ordinance. Usually, you can do home gardening in an A1 or R1 as long as you don't bring in waste from off-site. That means you will have to keep your pile small and contained to under the size allowed a garden. Larger sites may require conditional use permits and screening.

"You say can you dispose of your garden business waste on farm land"? If it's yours Yes if it's any farm land, you will have to get the owners consent. If you don't have his consent it is illegal and you could get prosecuted for it as it' illegal tipping. It sounds as if you want to put it on any ones farm land?

It could depend upon what sort of waste you are talking about. Ask your local council what the rules are as things do change from council to council.
