Where? Not in the U.S. it isn't. Not sure what you mean by proper identification. But it's not necessary to carry a driver's license (unless you are driving) or social security card.

In some states yes, but in Hawaii, you can give false names to the police and not get charged for giving false statements. So, every state has the right to impose what ever laws that they feel are necessary to maintain the public safety. especially in places where tourists are the primary income for that state.

I've heard that here in New Orleans, if a female is stopped by the cops, and she has no identification, they just assume that she is a prostitute and they arrest her.
