This questions has been and always will be a matter of opinion. As there is no win-loss records, and pro wrestling is not a true competive sport.
To be able to evaluate the "greatness" of a wrestler, you must look at the following attributes:

In-ring ability
Microphone skills
Crowd working
Work ethic
Ability to work with others
Injury resistance
Appearance (having "the look" is very important)
Marketablility (since the 80's, this has become important)

Taking these into account, I'd have to say Ric Flair as my answer.

In-ring: Although a "routine" wrestler, his in-ring skills are solid.
Microphone: has exemplary mic skills
Crowd working: 80% of in-house crowds "whoooo" insanely (as well as with every chop from any wrestler)
Work ethic: in the 80's Mr. Flair worked 300 days a year
Working with others: although many workers complained about Mr. Flair, in the 90's and beyond, he has been willing to put many workers over.
Injury resistance: a broken back... need I say more.
Appearance: unique and flamboyant during an era where there were few.
Marketablity: The Four Horsemen were the first supergroup with such market longevity.

In contrast, Hulk Hogan:

In-ring ability: virtually non-existant
Microphone skills: Let me tell you something, brother.... brother.... brother
Crowd working: Very, VERY good, if not the best. A true pioneer
Work ethic: 12 PPV matches a year. Try working 12 days a year at your own job...
Ability to work with others: Total creative control is not working with others.
Injury resistance: See work ethic... can't get hurt if you don't work.
Appearance: Truly impressive in 1984, commonplace in 1990
Marketablility: The most marketable in wrestling history and the reason he and wrestling exploded.

Hogan I can understand but Savage, Mysterio and Guerrero ?

Mysterio and Guerrero would have been mid carders in a any other generation.

Your list is missing of course

Ric Flair

and then in no particular order

Kurt Angle
Harley Race
Brett Hart
Shawn Michaels
Terry Funk
Dory Funk
Nick Bockwinkle
Verne Gagne
Lou Thez
Buddy Rogers
Bob Backlund
Ricky Steamboat
Triple H
Bruno Sammartino
Dusty Rhodes
Antonio Inoki

All of the above save maybe Steamboat had title runs that lasted if not years than runs longer than Savage, Mysterio and Guruerro.

And while my list includes world champions who had long and multiple reigns, while Andre the Giant held the World title for a very brief period the fact that he sold out every territory he worked can't be ignored.

Sentimentally I would also include Tito Santana, Roddy Piper, Bruiser Brody and Stan Hansen
