Well, if a boy does it a lot, even with lube, his penis can get red for a few minutes afterward. It can also get a little sensitive without lube. But there's no real way to tell after he's done it, with the exception that his sperm supply will be a little depleted, so if he normally shoots a decent sized amount of sperm and a trickle comes out it's pretty obvious. But that's only to his significant other. Otherwise, there's not much people can tell by.

Ryan, I can't answer for girls, I'm a guy.
If you're a guy, you really can't masturbate too much. As long as you're lubricated it's unlimited. You could get chafing and soreness without lube.
The only way to tell if a guy has masturbated is if a person is having sex with him. He'd have a harder time "getting it up" and "getting off" and he'd ejaculate less semen and it'd be clearer. Otherwise, there's no way to tell just by looking at him.
