STOP maturing - well, it depends on what process constitutes a cease of maturation.
I'd think it comes with menopause. After menopause, the body sort of starts to degrade.
I think you're really looking for the age at which a woman's body is mature enough to conceive and carry a fetus to full term. For some girls this has been as young as 10 (yikes!), average is probably 15 or 16.
That doesn't mean you should test it, obviously.
Boys, on the other hand, never actually mature.

At 25 you stop growing for good. All female characteristics should be there by around 18 I guess but you keep maturing through your early-mid- 20's.

Personally I believe the human animal matures and developes until they are 30 or so in both male and female - both mentally and physically. I mean women who get pregnant at 15, 16, or 17 - even in their early 20s - seem to have a harder time healing and returning to normal (in my experience), because their bodies are not fully mature enough to handle child birth. And we have all heard that 30 or so is when women reach their sexual peak, right?
I mean up until 20 you are in school - the 20s are kind of like internship. You get to be a member of society in your own right, but there is still we all need to learn at that age. Once you get closer to 30 you start to be more who you will really be for the bulk of your life.
Peace!

Actually a girl/woman's body stops changing long after I'm 20 and my body still isn't finished changing. It also depends on what kind of medication your on, my doctor told me that a girl one the pill will continue to develop long after the normal period of time given for girl. So i guess it just depends... sorry.

Hate to say it but your body is maturing until death! You go through puberty, childbearing years, and then menopause and beyond. Your body's hormones change a lot!

I believe from experience that it is 17 years old right before you become a official Woman. I think this is when we are all trying to figure ourselves out and what we want out of life.
