why spend so much money & so many years in college for a job that will be outsourced to cheap pay foreigners?

You need to get the facts. Many of the outsourced jobs have returned to the U.S. because companies found it didn't work well for them.

There are very few jobs that actually experience that. Do well in school, market yourself well and do a good job when you are hired. That's the key.
