Either u have seen the swf file created in flash that produces a sound or a gif file attached to the sound with the help of java script to the page.There is no such thing as talking gif.

gifs are not multimedia files. They are just a series of still shots composed into an animation- similar to how you can do hand-drawn animation using a tablet.

That's impossible. You could try to play an audio file synchronously.
