A earthy smell is a sign of a healthy aquarium. If it smells like sewage there is something majorly wrong with the water. You never want to drain an aquarium completely. Infact never go past 50 percent but if there is a sewage smell to it, do a 50 percent partial waterchange immediatly, make sure the new water you put in is dechlorinated and is the same temperature of the water that is in your tank. It is most likely ammonia problems, due to the tank not being cycled yet, overfeeding, not enough water changes being done. We need more specifics, like what size tank, what kinds of fish, how many fish, how long has the tank been up and running with fish in it?
Sabersquirrel, its actually 10 gallons per fat fancy goldfish(orandas, celestials, telescope eyes, ect..), and 20 gallons per long bodied goldfish (comet, common, shubunkin). And its only for baby-juvenile fish. An adult goldfish fancy or long bodied is going to need atleast 40 gallons per fish.
And that 1 inch of fish per gallon is only a general guideline that doesnt apply to fish like neons or fish that are big like oscars. You can technically overstock an aquarium if you are strict on tank maitenance however i myself like the looks of an understocked tank.

Yes it's called carbon.
Do you have a filter? If so does your filter have carbon in it?
If yes - when is the last time you changed it. Carbon usually only lasts a month or so before it starts to weaken.
(If you have no filter or filter with carbon, I suggest buying a filter for the tank)
But the carbon will absorb smells and any other bad things.
Reason why it could be stinking:
- You aren't cleaning it enough. Once a month, 25% water change is usually the best choice.
- You have too many fish in a tank that is too small for them. This causes waste to build up quickly (waste creates ammonia and other bad stuff).
- You feed too much. Fish really only need to be fed once a day and remember their stomach is only the size of their eye.

Yep it's called a filter. Seriously if your tank stinks you need to be keeping your tank water cleaner.
1)Make sure you've changed your carbon filter as recommended.
2)Once a week you need to vacuum your gravel, and change out around 10% of your water.
3)Don't over feed. Feed your fish what they can eat in under 3-4 minutes once a day.
4)Make sure you don't have too many fish fish. It's 1 inch of fish per gallon. For goldfish it's 1 inch per 2 gallons.

A healthy tank should always have an earthy smell to it but you should only to able to smell it if your nose it right up to it. If it the scent is stronger then maybe it needs more water changes and make sure to do gravel vacs to get the poo and uneaten food from in between the gravel. Carbon can be used but its not necessary, I don't even use it in any of my tank since it needs to be changed so often. And can leek all the nasties it holds back into the tank if its not changed.

A well maintained tank will not smell.
Change your filter, regular water changes, and gravel cleaning will get your tank clean.
Don't feed them too much and the tank won't get too dirty.

Yes I think there are drops or pills that you can put in the water and it takes care of that. You should go to the pet store and see. You can also make sure that the filter is working right and check all the plants.
