If you mean she was gay, then Liberace and/or Little Richard are much bigger icons. If you mean that she was admired by gay men, than Bette Midler has her beat hands down.

I think Judy Garland was a huge gay icon for the previous generation of gay men, as was Barbra Streisand or Liza Minnelli (Judy's daughter). I think that the most popular gay icon is actually Madonna -- especially in this generation. Also on the list would be Cher, Bette Midler, Kylie Minogue, Britney Spears, Christina Aguilera, Janet Jackson, Whitney Houston, Celine Dion, Mariah Carey, and several others. Those are the female musicians most gay men seem to really get into and are played at gay clubs.
