They were both written in 1791. The latter was written by Olympe de Gouges in response to the document due to the fact that it was generally understood that those rights outlined were not necessarily appliciable to women at the time.

The Declaration of the Rights of Man was a document based on the American Bill of Rights, and written during the French Revolution. This is a much older document than the "declaration of the rights of women", which I believe was written at Sennaca Falls in the mid-19th century.
