They should get a fair trial. Then if convicted they should have the animals siezed, be forbidden to own animals again, be fined, and in extreme cases be sent to jail.
One problem is that animals in an abuse case are held by shelters or rescue groups until the trial. These shelters rarely get reimbursed for their care, and they cannot place the animals in new homes until the conviction. I feel the guilty person should also pay ALL the bills associated with rehabbing & placing the animals they negected.

It depends on the view of abuse or neglect.
I mean really there's people on here ready to string someone up for saying she kicked (nudged with the leg) the horse to get it to go. That is not abuse. A tap with a whip is not abuse.
There have also been cases of people crying abuse or neglect that equally have not a clue what they're talking about. Things are not always what they seem. Several years ago I had a quarter horse who was borderline foundering...we were trying to eliminate grass and stop him from being crippled and having to be killed. He was kept in a panel outdoor stall with shade - plenty of water, fed a particular diet worked out with a veterinarian and was under veterinary care. While we were gone someone tresspassed and turned him loose in ankle deep grass. this could have been a DEATH SENTENCE. Who is the abuser? What seems to be (penned up) or who released him with NO knowledge of WHY he was penned up? Same place someone complained about a young foal penned up (also under veterinary care DAILY as she had major health issues as an orphan foal). She was too young to drink water but was being bottle fed every 2 hours round the clock. Due to harassment she had to be moved *to* the vet clinic...the ensuing stress of being moved and all sent in an infection for which she never recovered and had to be euthanized.
Not everything is as it seems. BOTH of these animals were under intensive veterinary care - in fact in the case of the former the vet was in sight of the horse - if they'd have gone to the nearest vet clinic right around the corner they'd have been told the animal was fine.
There are too many people screaming abuse and neglect in cases that aren't either - but harassment and uneducated "professionals" with a badge end up doing the animals more harm than good.
There's WIDELY varying opinions on proper care - and to many on here anything different than they do seems abuse. Many when questioned a few things give standard animal rights answers but show no knowledge of ANIMALS. An example - which of the following should be prosecuted (these are from real examples) -
1 - a horse ankle deep in a field of grass with no water visible.
2 - a pig laying in a field on a hot summer day
3 - a dog who is unfriendly towards strangers
4 - a skinny horse in a pasture
5 - several dead chickens in a yard
Situation facts - #1 *had* water through another paddock behind a barn - appearances NOT WHAT THEY SEEM. #2 - pig is probably dead from heat stroke; #3 dog was in good physical condition, just did not like strangers (prosecuted, removed from owner tho); 4 - people had bought the horse at an auction and in fact put 200# on it before she was healthy enough to be outside on pasture; #5 - roaming neighbor dog earlier wandered through and killed every chicken on the place - no one witnessed THAT part.
The obvious cruelty - starving to death, dragging behind pickups etc is horrible. But there is far too many that is OPINION and that shouldn't be prosecuted. JMO

I won't say what I REALLY think should happen, because that would be condoning violence... but they should at minimum be reported to the police (and not "just" the animal police; according to the ASPCA, most abusers of PEOPLE, including serial killers, got their "starts" abusing animals. So if you report possible abuse, you could be saving dozens of animal and human lives down the road.
In addition to whatever jail time, fines, and psychiatric help the prosecutors can manage to enforce, these people should NEVER be allowed to adopt animals again.

They should be fined and barred from owning more pets for a certain length of time and have to pay for "Proper pet care training" if they are wanting another pet.
I have seen dogs tied to trees never to be let off the chain. When they escape and run away, they are beat and put back on the chain. What intelegent creature would not run away after getting off a chain? I know I would.

I have a theory - what ever they did to that animal should be done to them. If they leave it chained outside in the sun with no food and water, well do that to them. Then fine the heck out of them, and maybe they would learn.. I just wish there was a way to brand these people so that no one ever gave, sold, adopted another animal to them. Is that harsh?

the animal should be reported to the police, and taken away from the situation, alot of animals die and get put to sleep becuz of abuse neglect and other horrible things becuz they depend on their owners to keep them safe and when a human neglects an animal its hard on them to adjust to new people cuz theyre used to be alone and by themselves not with human contact, its really sad to see an animal suffering, i should know my neighbor just recently had pit bull pups, and some dogs that he liked he has HUGE HEAVY chains around their necks to make them stronger, becuz he bred them for fighting the other puppies he tortured to death and hung them on the fence in his back yard, that was disguisting i couldnt take it anymore i took all of his puppies and his dogs, and took them to the vet and had them looked at and they were all destroyed becuz the fighting was in their blood, they would be dangerous to kids, as well as other dogs. really sad i cryed becuz i wanted the puppies, and i couldnt have them

They should be fined around 15k and jail time around 15 years. They should have restrictions on owning or going near any animal.
Animal Abuse is one of the worst kind of crimes in my point of view.

FIRST OF ALL REPORT THEM......they now in most places will be fined and the dog taken away.....these people do not need an anminal, they are animales them self of a brutal kind....they are being taken to court now. i used to do rescue work for animals.
i think i have seen it all, glad the laws are even getting stiffer.
