I Don't Find It Easy To Talk Like Donald Duck ,It Take's ALOT OF PRACTICE But I Got It In A Year ,And Don't Worry It Took The Actor that Did Donald's Voice More Than 3 Year's To Get The Right Sound

Kinda hard to explain, the best I can describe it is you press the back of your tongue against the roof of your mouth, then when you talk you'll get that distinct "quacking" sound. It takes a lot of practice to be able to actually say anything without moving your tongue though.

Talk in a high voice when constricting your throat. Extremely difficult.

I can think of a dozen "funny" answers -- but the prevailing answer is that he has a "slight speech impediment" yet no one seems to know exactly what the impediment is. It just sounds gay to me.
