Brain waves have been recorded at 40 days on the Electroencephalogram (EEG).

When the fetus is just a few weeks old it starts to develop its brain. And soon after the baby starts to wiggle around in the uterus though the mother cannot yet feel it.

Electrical activity can be detected after a few months. However, this is not "brain activity" but rather activity from neurotransmitters. The brain is not yet fully formed.

by day 20, the foundations of the brain, spinal cord and nervous system are alreasdy establiched
by day 21---the heart is beating
by day 40 brain waves can be detected and recorded

Brain is developed at 6th Month I guess...
Brain activities gradually develops after 6th month I guess..
Brain's Memory activity is after birth...

I was not able to find out exactly when activity begins, but it begins to develop at week 5. I would assume function would begin immediately because that is when the heartbeat begins as well.

I really do not know for sure but I would say about 6 months.
